Riggs Park Place – EYA’s website now refers to the project formerly known as Fort Totten South as Riggs Park Place

- Location: South Dakota Avenue & Riggs Road NE
- Developers: JBG Smith & EYA
- Description: 90 for sale townhomes (5 below market rate) with 93 rental units for seniors and 10,000 square feet of ground floor retail
This project will be built in two phases, with the townhomes comprising the first phase. The mutifamily senior building and retail make up the second phase. The first move-ins for the townhomes are expected in spring 2022. On February 3, 2022, DC Mayor Muriel Bowser announced District funding for the senior building. Groundbreaking for the second phase is expected sometime in 2023.

The developers have negotiated a purchase of DC-owned land to complete this development. A surplus disposition hearing was held and the sale was approved by the DC Council in 2017 (see PR21-904 & PR21-905).

Community Benefits Survey – Complete by May 23, 2018
Part of the Fort Totten South EYA/JBG townhome project involves a Community Benefits Agreement with the Lamond-Riggs Citizens Association, which has provided members with periodic updates. The initial term sheet has been posted on the LRCA website and provides for the following elements:
1. Workforce Development of local residents, including education, training, or certifications ($20,000)
2. Small Business Development for capacity building services ($15,000)
3. Educational Development: college scholarships for local students ($50,000)
4. Public Space Improvements to a local open space, the streetscape, signage and branding; temporary and/or evolving activation of a nearby public open space; and seed funding for a Business Improvement District (BID), Green Team, Main Street, etc. ($200,000)
5. Community Development: new equipment, services, or other facility upgrades at public and private-sector entities; services or equipment to enhance security and minimize vandalism near the Project; and certain LRCA administrative expenses. ($40,000)
