October 2025 Ward 5 Public Safety Call Recording & Slides

The office of Ward 5 Councilmember Zachary Parker shared slides and recording from his most recent public safety call held on October 29, 2025. Commanders from MPD’s Third, Fourth, and Fifth Districts, as well as MPD Assistant Chief Jeffrey Kopp discussed topics like the juvenile curfew extension, ICE activity and the federal surge, and recent statistics and crime incidents from across the Ward.

I think CM Parker’s team has done a good job with these quarterly calls. A variety of guests are invited to discuss different public safety topics and not just run down stats that we can all find online. This was the first call I attended where all of the Ward 5 MPD commanders were on the call, and I thought that was really useful. MPD leadership on the call actually answered questions as opposed to giving vague answers that we have been seeing elsewhere.

CM Parker has been holding these calls since October 2023. They were monthly and then moved to quarterly. I encourage residents who are able to join these daytime calls to do so. And if you have topic or guest suggestions, please let them know!

Ward 5 Townhall on Federal Overreach: Recap & Resources

On August 28, 2025, Ward 5 Councilmember Zachary Parker held a townhall on the Trump administration’s federal overreach in DC law enforcement and local affairs. We know that federal agent presence is heavy in Ward 5. They are hanging around federal parkland. They have detained people working as landscapers and construction workers and detained people as they take their children to school. They are showing up to MPD scenes to check people’s immigration status.

CM Parker shared that he was told that the low flying helicopters people had questions about last week were CBP helicopters.

We know that this far-reaching incursion is not limited to MPD though. Even though Trump’s “Crime Emergency in DC” executive order and the Home Rule Act speak to federal request of MPD services, Metro is “cooperating” with federal law enforcement and has permitted a mass presence of federal agents (e.g., HSI, FBI, IRS-CI, CBP) at Fort Totten station (and other stations) along with MPD and Metro Transit Police (MTPD) almost daily for the past two weeks.

On Friday evening, we held a Ward 4 town hall to discuss recent federal actions impacting District residents.  Thank you to every neighbor who attended, asked questions, and joined us in learning how we can come together to support our community during this challenging time. For neighbors who weren’t able to make it, you can view the slide presentation and watch the full recording.

Over the last week, we’ve continued to hear concerns from neighbors about federal law enforcement activity in the District. As this presence continues in our communities, we have created an online form where neighbors can report and document any concerning incidents involving federal agents. Reports can be submitted anonymously and will be reviewed by our team.

As always, we remain a resource for neighbors’ questions and concerns.

District residents will have the opportunity to learn more about the work of the office. Topics to be discussed include public safety, worker’s rights and OAG’s housing and policy initiatives. A neighbor passed along information from MPD seeking help in locating Ana “Ceci” Escobar. Please share with neighbors. Hopefully, Ms. Escobar will be found safe and sound soon.

The Metropolitan Police Department is seeking the public’s assistance in locating 40-year-old Ana Escobar-Arevalo, who was last seen in the 5800 Block of 8th Street, NE on May 30, 2025.

Ana Escobar-Arevalo  is described as a Hispanic Female, 5’5” in height, 142 pounds, with long brown hair, light complexion, and brown eyes.  She was last seen wearing black pants, a black sweater, and black shoes.

She was last observed operating a blue 2008 Honda CR-V, DC Registration EB2261.

Attempted House Break-in 6th Place & Gallatin Street NE

A reader wrote in to ask for assistance about an attempted house break-in that occurred near 6th Place and Gallatin Street NE on Friday, May 9 around 10:00 pm.

An individual is recorded rifling through a mailbox and bicycle basket. The individual allegedly then returned several minutes later masked with a baseball bat and allegedly attempted to smash the doorbell camera before smashing a window.
