Hearing on North Michigan Park Gas Station Postponed to October 2024

The chairman of the DC Board of Zoning Adjustment (BZA) postponed the hearing on a proposed gas station at 4975 South Dakota Avenue NE to October 9, 2024 (BZA case no. 17963A). Instructions on how to participate in the virtual hearing are in the hearing notice.

This is the proposal to put a gas station in front of the DC SuperMart/Z-Burger, which is next to a Sunoco gas station and across the street from the McDonald’s. The property is located in ANC 5A08.

This is the fourth time the hearing has been postponed.

I noted as an aside in the recap for ANC 5A’s February 2024 meeting that a representative for the applicant attended the North Michigan Park Civic Association’s February 2024 meeting. At the North Michigan Park meeting, the rep stated that the applicant does not have any current plans to install an electric vehicle charging station instead of a gas station. He said he knows residents are strongly opposed to a gas station at this location, but that there was no evidence that an EV charging station would be economically viable (my paraphrasing of lots of words that were said). When asked if the applicant would withdraw the application for the gas station, the rep stated that he would not do so at that time and that the application would be “dormant” (which I guess meant that the applicant would just keep requesting that the hearing be postponed).

In any case, it sounds like the applicant still has a lot of work to do with DDOT and the Office of Planning if he is in fact serious about proceeding with this matter, so that is why the Board scheduled the next hearing date pretty far out.

NPS Updates: North Michigan Park-Fort Totten Metro Pedestrian Path; Fort Totten Park Soil Testing

A couple of updates on National Park Service (NPS) issues in the neighborhood.

North Michigan Park-Fort Totten Metro Pedestrian Path

Neighbor Gavin noted the National Capital Planning Commission (NCPC) will consider approval of preliminary and final site development plans for the North Michigan Park-Fort Totten Metro pedestrian path at a meeting on April 4, 2024 (titled Fort Totten Trail Realignment on the agenda).

This formal path between Gallatin and Galloway streets NE in parkland near Fort Totten Metro station has been delayed for years, first due to the discovery of an unexploded WWI ordnance during construction and then when workers encountered the high point of Metro’s tunnel. NPS had to determine a more suitable location for the path.

In January of this year, NPS stated that they were at about 70% design on the new realignment and expected the design to be completed this spring.

According to an NCPC February 2024 project report prepared by NPS, the path will be shifted about 20 feet to the east of the original location to avoid interference with Metro infrastructure. The path will be 10 feet wide. Eleven trees will have to be removed.

The report states:

A preferred alternative was selected in December 2022 from this study to realign the trail and the south entrance approximately 20 feet to the east, to redesign the entry at the south end of the trail and redesign the trail centerline profile to maximize tunnel coverage. A drainage ditch for the proposed new trail will drain to the DDOT catch basin and trench. Bollards will be employed at both sides of the tunnel to restrict the entry of heavy vehicles over the tunnel area. The trail profile will provide allowable steep grades with landings to meet accessibility criteria according to the Architectural Barriers Act (ABA) Accessibility Standards with a goal of increasing the cover over the tunnel.

The realigned trail will meet WMATA’s max loading requirements. Part of the trail from Galloway Street to just before the tunnel will utilize permeable pavement. The remaining part of the trail that goes over the tunnel and down to Gallatin Street NE will utilize concrete which meets WMATA’s requirement for 30 inch frost depth above the tunnel.

The construction document phase will be completed Spring/Summer 2024. The construction solicitation phase is expected to occur in late 2024, pending the availability of funding, which has not been identified at this time.

The anticipated construction cost is approximately $650,000.

The project is listed under the “Proposed Exceptions” section on the agenda. Proposed exceptions are “types of projects where NCPC staff determines that a project is exempt from Commission review, based on certain criteria.”

NPS stated earlier this week that they are actively seeking construction funding and that discussions continue within NPS and with the US Army Corps of Engineers regarding investigations and potential site remediation in the areas where the unexploded ordnances were found.

Fort Totten Park Soil Testing

With respect to the request for more comprehensive soil testing in Fort Totten Park, NPS states that they continue to work with the Army Corps to identify funding to investigate unexploded ordnance and any site contamination issues in Fort Totten Park.

There are existing drainage problems onsite with stormwater from the adjacent properties to the south, which include Boy’s Town of Washington and St. Anslem’s Abbey School. A brick retention wall, rip rap swale, and grass swale were installed in the SE corner of the property during initial development in 2003. However, since then, a historic stream has resurfaced, and/or stormwater has developed a gully from the adjacent properties to the south, carrying silt, plant debris, and trash. The stream/stormwater empties into an inlet, which is often clogged causing erosion to the baseball field and soil by the ramp.  

Possible solutions may include evaluating the contributing drainage area(s) for potential stormwater solutions at their sources. Bioretention systems are a potential option to treat drainage coming from the playground and adjacent properties. A Bioretention is a vegetated stormwater management system that mimics the natural environment to reduce stormwater volumes and pollutants for the purpose of restoring our streams and rivers.

Hearing on North Michigan Park Gas Station Postponed to April 2024

The chairman of the DC Board of Zoning Adjustment (BZA) postponed the hearing on a proposed gas station at 4975 South Dakota Avenue NE to April 3, 2024 (BZA case no. 17963A). Instructions on how to participate in the virtual hearing are in the hearing notice.

This is the proposal to put a gas station in front of the DC SuperMart/Z-Burger, which is next to a Sunoco gas station and across the street from the McDonald’s. The property is located in ANC 5A08.

The hearing was previously scheduled for January 17, 2024. This is the third time the hearing has been postponed.

The hearing was originally postponed after the District Department of Transportation (DDOT) stated that the agency needed additional information from the applicant, the owner of the convenience store, in order to make a recommendation about the plan. The Office of Planning (OP) stated the agency could not make a recommendation without DDOT’s report. The applicant sought a second postponement in order to have time to meet with the ANC and the North Michigan Park Civic Association.

At his single member district (SMD) meeting on January 22, 2024, ANC Commissioner Gordon Fletcher (5A08) stated that the applicant is considering installing an electric vehicle charging station instead of a gas station. Residents and the ANC have expressed strong opposition to a gas station at this location. In its report, DDOT did note that the agency is working to build out an EV charging network in DC. In public meetings, at least one resident raised the idea of an EV charging station instead of a gas station.

Nothing has been filed with the BZA yet to indicate a change of plans.

Shoutout and thanks to the North Michigan Park neighbors who braved the cold on Monday, January 15, to pick up trash on the trail and in the woods between Gallatin and Galloway streets NE near Fort Totten Metro station. Resident Peter Duncan Boller suggested the clean-up and ANC Commissioner Shelagh Bocoum (5A09) linked up with the National Park Service (NPS).

McDonald’s Rebuilding Timeline

Late post

At the North Michigan Park Civic Association meeting in October, Raoul Alvarez gave a quick update about the timeline for rebuilding the McDonald’s located at 4950 South Dakota Avenue NE. The public space permit application for McDonald’s was approved on the Public Space Committee’s consent agenda on August 24, 2023 (#411090).

Mr. Alvarez, the owner, said the plan is to close the restaurant in 3rd quarter 2024 (either September or October). Construction will take about five months. The restaurant will reopen in 2025.

Mr. Alvarez said this is the anticipated timeline. He said that if closure of the restaurant is delayed for some reason, that delay will push construction and reopening deeper into 2025 because of winter weather.

The restaurant sits in ANC 5A08.

Information about Church Hypothermia Shelter Site

I have not been attending the meetings that North Michigan Park Civic Association (NMPCA) has held regarding the planned temporary hypothermia shelter site at Faith United Church of Christ. But I figured I would make a post with the information I do know. If you want to get on NMPCA’s distribution list, email Carmen Williams at carm8954@aol.com.

ANC 5A plans to hold a special meeting on November 6, 2023. The hypothermia shelter is one agenda item.

Faith United Church is located at 4900 10th Street NE. Its property sits along South Dakota Avenue across from the Sunoco station.

In those FAQs is a link to a DC Department of Human Services (DHS) winter plan that the church said may answer questions residents may have.

From the FAQs, the church plans to house up to 35 adult women at the church for the 2023-2024 hypothermia season. The shelter will be open from 7:00 pm-7:00 am when hypothermia alerts are in effect.

A resident at the ANC meeting on October 25 asked whether women with children would be turned away if they show up at the church. The church officials said that the shelter is for single women who would be transported to the site by DHS.

My understanding is that while cots, equipment, and security cameras/lights have been set up at the church already, the shelter will not begin operation until November 7 or November 15. There were a couple of hypothermia alerts earlier this week, but church officials said that the shelter is on the DHS list for use starting next week.

Because this will impact the North Michigan Park community, Faith Church has agreed to hold a community meeting to listen to our concerns regarding this impact on the community.

October 17: Community Meeting regarding Hypothermia Site at Faith United Church

Note: At the North Michigan Park Civic Association meeting held on October 4, Faith United Church shared that DC’s Department of Human Services (DHS) approached the church about serving as a hypothermia shelter site for single women when hypothermia alerts are in effect. A church representative said that the church wants to help and that there is space for up to approximately 30 women. He said the individuals would remain on the grounds of the church during their stay. DHS wants to have everything in place by November in time for the cold weather months. Faith United Church of Christ at Decatur Street NE and South Dakota Ave NE has been asked to become a shelter for women over the winter. At this point, what we know is that if this goes forward, the women will be bussed there in the evening and will be bussed from there in the morning. It is out understanding that there will be security and that they will not be allowed to leave the shelter after they arrive.  We have also been told that there will be security. That is all we know as of now.
