Prayer at site of recent loss

ANC 5A sent notice today that the Franciscan Action Network (FAN) extends an invitation to join in a ministry of praying at the site of the shooting resulting in the loss of Ryan Realbuto, a Capuchin Franciscan Volunteer Corps member.

Run for ANC 5A06

There is still a vacancy in ANC single member district 5A06. Petitions are available starting today, January 29, and are due on February 20, 2024.

ANC 5A06 generally covers the area just west of Fort Totten Park between Crittenden Street and Varnum Street. It includes several of the apartment buildings along Hawaii Avenue NE and Webster Street NE that are the subject of development discussions (see BZA case nos. 20507, 20507(A)).

Run for ANC 5A07 – MBT; NPS; Metro (and other) development issues

Do you live in the neighborhood that is just west of Fort Totten Park between Riggs Road and Crittenden Street NE? Consider running to represent ANC 5A07. Petitions are now available.

The boundaries for ANC 5A07 cover 1st Place NE by Fort Totten Metro station. This includes Metro’s large parking lot that is slated for future development. Also, I have been told that DMV Impact Church may be interested in doing something with the lot across the street from the church that is being used as overflow parking. ANC 5A07 also covers portions of the Met Branch Trail currently under construction along 1st Place and along Riggs Road NE. It also includes Mary’s Center, DC Bilingual, the Mamie D. Lee community garden, and a nice chunk of National Park Service parkland.

This seat has been vacant for several months. It would be great to have a representative on ANC 5A to have a handle on these issues.

Martin Luther King, Jr. Holiday Gallatin-Galloway Trail Clean-up

Shoutout and thanks to the North Michigan Park neighbors who braved the cold on Monday, January 15, to pick up trash on the trail and in the woods between Gallatin and Galloway streets NE near Fort Totten Metro station. Resident Peter Duncan Boller suggested the clean-up and ANC Commissioner Shelagh Bocoum (5A09) linked up with the National Park Service (NPS).

Faith United Church Hypothermia Site Notice

According to a notice sent by ANC 5A yesterday, the hypothermia site at Faith United Church of Christ opened on December 15, 2023. The church is located at 4900 10th Street NE. The site will serve up to 35 women from 7 pm to 7 am during hypothermia season. For questions/concerns, contact ANC Commissioner Gordon Fletcher (5A08) or contact Quin Grier, Supervisory Coordinator in the Family Services Administration of the DC Department of Human Services, at shaquin.grier@dc.gov.

Run for ANC 5A06 & 5A07

There are now two vacancies on ANC 5A. The DC Board of Elections recertified a vacancy for ANC 5A07. Petitions for 5A07 will be available starting December 18, 2023, and will be due no later than January 8, 2024.

There is a new vacancy for ANC 5A06. My understanding is that Kweku Toure resigned because he moved out of the area (do not quote me on that though). Petitions for ANC 5A06 will be available starting December 26, 2023, and will be due no later than January 16, 2024.

ANC single member districts 5A06 and 5A07 generally cover the areas west of Fort Totten Park. ANC 5A06 covers several of the apartment buildings along Hawaii Avenue NE and Webster Street NE that are the subject of development discussions (see BZA case nos. 20507, 20507(A)).

November 29, 2023 ANC 5A Meeting Recap

ANC 5A held its monthly public meeting on November 29, 2023. Commissioners present: Duvalier Malone (5A01); Diego Rojas (5A04); Tyeron Boston (5A05); Kweku Toure (5A06) – Vice Chair; Gordon Fletcher (5A08) – Chair; Shelagh Bocoum (5A09) – Treasurer. ANC 5A07 is vacant.

ANC Business

Commissioner Shelagh Bocoum, treasurer, stated the ANC only recently gained access to its bank account and is therefore still working on paying a couple of bills.

Chair Gordon Fletcher stated that the ANC is still working to put together an annual report and they hope to have that done by the January 2024 meeting.

There will not be an ANC meeting in December 2023.

Faith United Church Temporary Hypothermia Shelter (5A08)

A representative for Faith United Church, Enrique Cobham, stated that as of November 29, the church had not been added to the city pool to operate a hypothermia shelter yet. Mr. Cobham said the church is in conversation with the ANC about what happens when the center is not active. Once the site is online for the season, the site will be active between 7 pm and 7 am. The city will have security inside and outside the church and the city will be responsible for cleaning the site. The city has already set up equipment inside the church.

Chair Fletcher said the ANC is speaking with the church about an agreement between the ANC, North Michigan Park Civic Association (NMPCA), and the church.

Catholic University Student Housing (5A04)

Representatives for Catholic University gave the ANC a heads up about a filing for an amendment to the university’s campus plan and further processing in order to build temporary student housing. As of November 29, the university had not yet filed the application but indicated they intended to do so in early December. They anticipate having a hearing scheduled in January 2024.

Officials stated the university wants to build temporary modular student housing. They have a zoning order that allows them to build permanent housing, but they said that difficulties in the construction market and economic conditions have led them to consider modular housing as a temporary solution to the need for more student housing. As a result, they need an amendment to the campus plan.

A couple of the commissioners asked about construction impacts and timeline. Catholic officials said impacts should be mitigated a bit because the units will largely be built offsite and then brought by truck to the campus. Representatives will appear at future meetings to provide more information and to get the support of the ANC.

Ward 5 Council Report (Carlos McKnight, Constituent Services Coordinator for Ward 5 Councilmember Zachary Parker)

Ward 5 CM Zachary Parker held his monthly public safety call on November 29. Guests were Sylvan Altieri, MPD 5D Commander; Dr. Barbara Bazron, Director of DC Department of Behavorial Health; and Matthew Graves, US Attorney for DC. Ward 5 Mayor Report (Ward 5 MOCR Anthony Black)

The mayor’s office is hosting a senior holiday party on December 13, 2023. There was a community resource fair on December 1 at RISE Demonstration Center.

Leaf collection is ongoing. If you miss leaf pickup for your area, you can put in a 311 request.

Run for ANC 5A07 Seat

The DC Board of Elections has issued another notice of vacancy for ANC 5A07. Nominating petitions are available starting today and are due no later than 4:45 pm on December 4, 2023.

ANC 5A07 covers the area west of the red line tracks at Fort Totten Metro station. It includes the area along 1st Place NE (including Metro’s large parking lot that is slated for future development), the Metropolitan Branch Trail at Fort Totten, a big chunk of National Park Service parkland, and the residential area west of Fort Totten Park in the Fort Totten neighborhood.

Armed Forces Retirement Home Development Deal Terminated

Late post

The big development slated for the Armed Forces Retirement Home is no longer. Recall that the development team was scheduled to appear at the ANC 5A meeting in September but did not appear. According to media reports, AFRH officials stated they terminated the development agreement due to changing economic conditions. The property sits in ANC 5A05.

October 25, 2023 ANC 5A Meeting Recap: UDC Lamond-Riggs Campus Plan; Providence; Church Hypothermia Shelter

ANC 5A held its monthly public meeting on Wednesday, October 25, 2023.

Commissioners present: Duvalier Malone (5A01); Karlus Cozart (5A02) – Parliamentarian; Emily Singer Lucio (5A03) – Secretary; Diego Rojas (5A04); Tyeron Boston (5A05); Kweku Toure (5A06) – Vice Chair; Gordon Fletcher (5A08) – Chair; Shelagh Bocoum (5A09) – Treasurer. ANC 5A07 is vacant.

[This was the ANC’s second hybrid meeting. The meeting was at Yu-Ying again. If the ANC intends to keep doing hybrid meetings, they really need a microphone for the people speaking in person. This time, it was much harder for people viewing online to hear people in the room speaking.]

ANC Business

ANC Chair Gordon Fletcher (5A08) stated that the ANC has outstanding bills for the ANC’s website and mailbox due to the resignation of the former treasurer from the ANC over the summer.

Commissioner Shelagh Bocoum (5A09) was voted treasurer at the last ANC meeting. She is working on the FY 2023 3rd and 4th quarter financial reports and the FY 2024 budget. The ANC intends to purchase business cards.

Some of the other discussion was hard to hear online, but Chair Fletcher asked for patience as the ANC straightens out their financial matters.

Public Safety Update (Commissioner Karlus Cozart (5A02))

Commissioner Cozart said the committee is working on developing goals and objectives for the committee. They do not want to duplicate efforts in the city, so they are establishing a scope of activities for the committee.

Commissioner Cozart was on Councilmember Zachary Parker’s inaugural public safety call. That call will be held monthly and is open to the public.

UDC Lamond-Riggs Campus Plan (5A01) (Juanita Gray, UDC Director of Community Engagement)

The ANC voted to support UDC’s Lamond-Riggs 2023-2033 campus plan. This is the first plan UDC is developing for the campus located at 5171 South Dakota Avenue NE. The campus houses the university’s community college program. Ms. Gray stated that copies of the ANC’s letter of support will be available at the campus. The campus plan site is https://www.udc.edu/campus-master-plan. (A Zoning Commission hearing was held on October 30, case no. 23-16).

A resident asked when and why did UDC change the name of the campus from Bertie Backus to Lamond-Riggs, noting that the campus had been known as Bertie Backus for over 40 years. Ms. Gray stated that the former university president wanted to change the name. She said the building on the campus is still called Bertie Backus. (Aside: UDC announced the name change in May 2023). Another resident chimed in that they thought there should have been discussion about changing the campus name.

Providence Campus Development (5A03)

Commissioner Emily Singer Lucio (5A03) said there were no real updates about Providence before stating that the DC Office of Attorney General is still reviewing the sale of the campus to developer EYA. She said EYA continues to meet with nearby residents. The project website is providencereimagined.com.

A representative of the Washington Health Institute said that they are concerned about being able to stay on the campus grounds. Even though their building is not part of the Providence sale, they said plans can change for lengthy projects and that their landlord who owns the medical building could probably be persuaded to sell to EYA. She said doctors at the institute have drawn up a business plan to run any reestablished urgent care center on the campus. (After shutting down the hospital, Providence briefly operated an urgent care center and EYA has talked about wanting to have one on the grounds again). Commissioner Lucio noted that opening an urgent care center is a regulated process in DC. The institute representative said she wanted to alert the ANC early about their desire because they will want support from ANC in the future.

Ward 5 Mayor’s Office Report (Anthony Black, Ward 5 MOCR)

DPR hosted Halloween activities across the city. Leaf collection started October 30. The mayor proposed new legislation regarding public safety. A resident asked when the forensics lab would be up and running again. Mr. Black said he did not have any information about that.

Ward 5 Council Report (Carlos McKnight, Constituent Services Coordinator to Ward 5 Councilmember Zachary Parker)

Councilmember Zachary Parker held his inaugural monthly public safety call. It is available for online viewing. These monthly calls are open to the public. The next call will be on November 29, 3:00 pm-5:00 pm.

Mr. McKnight discussed two bills introduced or co-introduced by CM Parker: a kinship support bill and a new Office of the State Superintendent (OSSE) office bill.

There are two new farmers markets in Ward 5, one at the Joe Cole Recreation Center and one at Union Market.

Faith United Church Hypothermia Shelter (5A08) (Ebony Washington & Enrique Cobham, Church Representatives)

Faith United Church is located at 4900 10th Street NE.

Contrary to what Faith United Church representatives stated at a previous meeting, at this meeting representatives stated that in late July this year, they became aware of a need for city shelters when hypothermia alerts are in effect, so in late August, they approached the DC Department of Human Services (DHS) to inquire about whether the church could qualify as a host site. They said they asked DHS if any other approval was needed for the site beside DHS, and they said DHS told them no other approval was necessary.

They said the site will house up to 35 women and would run from November 1 to March 31 from 7:00 pm-7:00 am. DHS will transport the individuals to the site in the evenings and will provide transportation from the site in the mornings. The individuals are not required to get back on the transportation in the mornings.

Church representatives said they want to form an advisory group of residents and church members. If you are interested in being part of the group, email faithuccdc@gmail.com or call (202) 635-7777. They said the ANC will distribute a link to FAQs (FAQs are here).

Commissioner Lucio made a motion that the ANC draft a letter MOU with North Michigan Park Civic Association (NMPCA) and the church about expectations and responsibilities. Commissioner Kweku Toure (5A06) moved to table Commissioner Lucio’s motion because he said that an MOU is a legal document and that the church has its own legal obligations set forth in contract with DHS. The ANC voted to table Commissioner Lucio’s motion (Commissioner Lucio and Commissioner Bocoum voted no). Chair Fletcher said the ANC would see about getting a copy of the agreement between the church and DHS.

After a question from NMPCA president Carmen Williams, ANC Chair Fletcher stated that he will recuse himself from all votes regarding the shelter because of his job with District government. He said he previously sought ethics guidance from DC and that he was cleared to conduct meetings where the shelter was being discussed. He then asked Commissioner Toure to act on behalf of the ANC regarding the shelter.

There was a lot of heated discussion about the shelter. Residents raised concerns about crime, effect on property, potential prostitution, all sorts of things. Some of the frustration was prompted by the inability of church officials to answer seemingly simple questions. Church representatives kept stating the church is essentially just the landlord and that DHS officials (who were not present at the ANC meeting) would be better equipped to answer questions about shelter operations. A resident who identified as formerly homeless spoke a while about the need to treat people humanely and not make assumptions and to provide this type of service.

The ANC stated they will have a special meeting to discuss the shelter (not entirely sure what the goal of the meeting is).

September 27, 2023 ANC 5A Meeting Recap

ANC 5A held its public meeting on Wednesday, September 27, 2023. Commissioners present: Duvalier Malone (5A01); Karlus Cozart (5A02) – Parliamentarian; Diego Rojas (5A04); Tyeron Boston (5A05); Kweku Toure (5A06) – Vice Chair; Gordon Fletcher (5A08) – Chair; Shelagh Bocoum (5A09). ANC 5A07 is vacant.

This was the ANC’s first hybrid meeting. It was held in person at Yu Ying Public Charter School and available for viewing on zoom. Commissioner Fletcher said that the ANC plans to rotate the in-person meeting sites around ANC 5A.

[Aside: I think the hybrid format worked okay for the ANC’s first attempt. I viewed online. It would be helpful for speakers in the room to use a microphone when speaking so that the sound can be picked up online. There are some gaps in the recap because I could not always hear what speakers in the room were saying.]

The presenter for the mediation organization on the agenda did not attend.

ANC Business

The ANC voted for new ANC 5A09 commissioner Shelagh Bocoum to serve as treasurer.

The ANC voted to approve a budget. It was unclear what budget was being approved. They mentioned the proposed FY2023 budget, but October 1 was the beginning of FY2024.

The ANC also voted to approve an annual report. It was unclear if the annual report is done.

UDC Proposed Lamond-Riggs Campus Plan (5A01) (Javier Dusan, VP Facilities & Real Estate Development, UDC)

UDC gave a presentation on their proposed Lamond-Riggs campus plan. The Lamond-Riggs campus is located at 5171 South Dakota Avenue NE. It houses the college’s community college programs as well as one of UDC CAUSES urban food hubs. UDC submitted the campus plan application to the DC Zoning Commission on June 21, 2023. A public hearing is scheduled for October 30, 2023 (ZC case no. 23-16).

The university is proposing a two-phase campus development plan. Phase 1 will involve renovation of the existing buildings. Phase 2 will involve construction of a new wing on the campus. The campus plan site is https://www.udc.edu/campus-master-plan.

Julia Irving, who used to be the MOCR director, is now with ONSE. She presented on various ONSE community safety and violence prevention efforts, such as the Pathways Program, Violence Intervention Initiative, and People of Promise Initiative.

Armed Forces Retirement Home Development (5A05)

The Armed Forces Retirement Home project was on the agenda, but representatives asked to be moved to a future meeting date when they will be ready to present to the ANC. (A map amendment request for the site is before the DC Zoning Commission (ZC case no. 23-21)).

Miscellaneous

I could not hear much of what those in the audience said during the community concerns portion of the meeting, but I do know that there was at least one long comment about the Providence campus. Commissioner Fletcher said that there will be more conversations about that project. The project website is https://www.providencereimagined.com.

The Ward 5 Mutual Aid group is looking for a permanent space in the ward. The organization is currently housed in ANC 5A’s office at The Modern on Galloway Street NE. The mutual aid group wants to find a space near their current location. Commissioner Fletcher said he will work with the group to find a space.

The next ANC 5A public meeting is scheduled for October 25, 2023.

Vacancy in ANC 5A07

Looks like ANC 5A has a vacancy in single member district 5A07 (posting date October 6, 2023). Keith Hardy resigned.

This is the area west of the red line tracks at Fort Totten Metro station. It includes the area along 1st Place NE (including Metro’s large parking lot that is slated for future development), the Met Branch Trail at Fort Totten, a big chunk of National Park Service parkland, and the residential area west of Fort Totten Park in the Fort Totten neighborhood.

Nominating petitions will be available starting October 10.
