As most know by now, 4th Street NE between Ingraham and Kennedy streets is slated to be closed for development of Art Place at Fort Totten Block B. The DC Council must approve road closures. Accordingly, on November 7, the Council’s Committee of the Whole is scheduled to hold a hearing on a bill to close the street.
