I think if the city were to come in and start branding the neighborhood, which I think will be happening within the next year or two, they would brand everything within a mile radius and main avenues as Ft Totten as the metro station, park, already has these names and are taking on these names as new development is being built. I also think that Ft Totten would be the brand as it is already more familiar and recognizable to those who do not live in the neighborhood. It would be a lot easier to rename the library Ft Totten library than to get the rest of the city to recognize where and want to visit Riggs Park, Lamond-Riggs, etc. But I am anxious to see what branding others reply back to this post with.
For the record I claim North Michigan Park when asked what neighborhood I live in but if that is not familiar I given in and just say Ft Totten.
